Honesty required for new Environment Minister

With more wind power projects queued up for environmental approvals to produce intermittent electrical power Ontario doesn’t need, Ontario’s new Minister of the Environment and Climate Change needs a fresh approach.

The previous Minister left thousands of complaints about noise and vibration unresolved, and did not follow through on promises to help people affected by the huge wind turbine installations.

Right now, in the Ottawa area, two projects are planned: the “Eastern Fields” in The Nation and “Nation Rise” in North Stormont. Both are opposed by their communities, both projects will come with negative environmental and social impacts, and neither will produce power that’s needed.

Wind Concerns Ontario has sent a letter to the new Minister with a “To Do” list for his immediate attention.

Welcome to your new position as Minister of the Environment and Climate Change.

Unfortunately, Minister Glen Murray has left you an extensive list of action items requiring your immediate follow-up. We highlight the key issues for you in the following list, related to Ontario’s energy policy and wind power projects.

White Pines – Withdraw the Renewable Energy Approval for this project as developer wpd cannot meet the terms of their contract. There are significant environmental concerns with this project that remain, even after a successful appeal by citizens before the Environmental Review Tribunal.

Amherst Island – Rescind Renewable Energy Approval for this project which is planned for the tiny island heritage community. Significant environmental risks are present including the serious impact on migrating birds that congregate in this area; Ontario does not need the power from this project.

Saugeen Shores – The single wind turbine at the Unifor educational facility has been fraught with problems and engendered hundreds of complaints about excessive noise. This turbine would not be allowed under present regulations. You can immediately address the failure to meet a June 30 deadline for submission of a compliance audit report.

K2 Wind – This is another wind power project, a large one, with many problems in its relatively short history. You can deliver on Minister Glen Murray’s mid-May commitment to Black family, and others, to provide a solution to wind turbines that MOECC testing indicated were not compliant with Ontario regulations to protect the environment and health.

Address Concerns Raised at Request of Minister Murray – Many people across Ontario took Minister Murray at his word when he said that there were no complaints reaching his office and that he would ensure his officials responded quickly to address the issues. They wrote to him and are still waiting for action on their issues.

Complaint Tracking Process – Complaint records released to WCO in response to an FOI request indicate that the MOECC does not respond to most complaints about wind turbine noise. These complaints should be a source of learning for the Ministry rather than being ignored as currently appears to be the case. A full revision of the process is needed to ensure that complaints are actually resolved with procedures that allow the Minister’s office to track resolution. MOECC records indicate little or no resolution of more than 3,100 formal Pollution Reports made by Ontario citizens between 2006 and 2014.

REA Approval Process – Increase setbacks from residences to reflect learning from MOECC complaint records that include staff reports that confirm that current regulations are not sufficient to protect health of residents living in wind projects. Last week, the Supreme Court of Canada set out standards for consultations with communities which are substantially more rigorous than the standards used for Ontario Renewable Energy Projects.

MOECC Noise Modeling Procedures – implement new noise modeling procedures based on MOECC internal testing that demonstrates wind turbines routinely exceed predicted levels.

Otter Creek – Retract decision to deem this application “complete” for the Renewable Energy Approval process. The proponent is unable to provide noise emission data for the turbine equipment proposed. The noise report submitted with the application for a REA is not grounded in fact but rather is estimates based estimates. Also, a full MOECC investigation of the impact on well water is required.

LRP I Contracts – suspend REA process for remaining LRP I projects until full review of requirements based on internal complaint records is completed.

Noise Compliance Audit Protocol – Expand the wind speeds covered under the protocol to include wind speeds below 4 metres/second which are the source of a substantial portion of complaints about excessive noise. Even MOECC testing shows these wind speeds are the source of noise levels exceeding 40 dB(A), which completely undercuts the credibility of this audit process.

REA Enforcement – REA terms make the project operator responsible for addressing the concerns raised in each complaint to ensure that it does not recur. The MOECC needs to follow up on all operating with projects to ensure compliance with these terms and take action where it is not occurring.

Shadow Flicker – The flickering shadows produced when a turbine is positioned between the rising or setting sun is a major irritant for residents. It is not considered in the REA approvals and is easy to address by turning off the turbine for the times when it is casting moving shadows on a house.  In some projects, these changes have been implemented by the wind company but in other MOECC staff is telling residents no action is required, even though the REA requires the wind company to address complaints like these.

Infrasound – Expand MOECC testing to include the full range of noise emissions from wind turbines as independent testing shows the presence of elevated levels of infrasound in homes where residents have had to leave to protect their health.

Health Studies – The Ministry has been telling residents that its policy is based on the “best science” available since the first turbine projects were built. MOECC records clearly show that this is not correct, but the Ministry continues to be willfully blind to input from both residents and its own staff, quoting dated and selective literature reviews in a field where the science is rapidly evolving.  The need for noise studies and other investigation has been highlighted in numerous reports but never undertaken.  It is time for some serious field studies of the problems being caused by wind turbine projects in rural communities across Ontario. This was an information gap identified in 2010 by Ontario’s Chief Medical Officer of Health.

 

Last, it is important that as you prepare for this major portfolio, you understand that industrial-scale wind power generation does NOT benefit the environment.

Wind power generation on this scale is a high-impact development for little benefit, if any. Two Auditors General for Ontario recommended that Ontario undertake a cost-benefit and/or impact analysis — that has never been done.

We ask you to approach this issue with honesty and honour, and respect the wishes of the citizens of rural Ontario.

Q:You’ve been telling people about the impact of renewables, specifically wind power, on Ontario’s electricity or hydro bills. How much of our electricity bills is due to the wind power/renewables program in Ontario?

Parker Gallant: I recently reviewed the cost of wind and solar generation relative to its contribution to Ontario’s demand for electricity and its impact on our electricity costs is shocking. Wind and solar in the first six months of 2016 delivered 8% of our generated power and represented 35% of the Global Adjustment which appears set to average over $1 billion per month. That represents a cost of over 36 cents a kilowatt hour (kWh), including the hourly Ontario energy price (HOEP).

Q: Parker, you’ve also been telling people about the Global Adjustment or GA, which is where a lot of charges are hidden. Do you think these charges should be detailed on our bills, or is that even possible?Parker Gallant: While I believe in principle the GA should be revealed on our monthly bills, in practice, that would require reams of paper. How will the local distribution company explain how much you are billed for curtailed wind generation or the meteorological stations that measure the amount of curtailed wind that might have been generated? How to explain, say, the cost of spilled hydro or steamed off nuclear or the water fuel fee, or how to tell the ratepayer how much they are subsidizing the rates for large industrial clients, or what it is costing under the rural and remote rate plan (RRRP) that transports diesel fuel to remote First Nations, among dozens of other items included in our monthly bills?

Q: The Premier and Energy Minister are now saying that parts of their policies have been a “mistake” and that they need to get bills down. Wind Concerns is saying that canceling wind power contracts is necessary for that to happen. Can you explain? How much are the 2016 contracts worth?

Parker Gallant: Interesting they are now admitting a “mistake,” but when George Smitherman was Energy Minister he was provided with a long-term energy plan that had been carefully developed by “experts” within the crown agencies. He chose to cancel the plan and instead, impose one developed in conjunction with outsiders who were NOT experts. Previous Energy Ministers (Dwight Duncan comes to mind for his “smart meter” for every ratepayer) made mistakes, as did those who followed such as Brad Duguid and were roundly criticized by both the media and by ratepayers. The canceling of wind power projects not yet built or even contracted is only “step one” and will slow the climb in our bills. The current Minister, Glenn Thibeault has only suspended Large Renewable Procurement or LRP ll, and needs to cancel it, as well as LRP I and any of those contracts now past their agreed-to start date. There are ways to reduce costs almost immediately.

Jane Wilson: Wind Concerns Ontario prepared a detailed document for the IESO on the Long-Term Energy Plan, suggesting ways they could save $1.7 billion annually. That would have an immediate cost reduction impact.

Q: The Energy Minister says that now, Ontario is a “net exporter” of electricity like that’s a good thing. He claims we’re making money: is that true?

Parker Gallant: Being a “net exporter” of 16.8 terawatts (TWh) in 2015 is simply a demonstration of being a bad planner and manager of the system. If one adds the spilled hydro and curtailed wind to the net exports, the 21.2 TWh could have provided over half of all average Ontario households with power for a full year, yet we sold it 2.36 cents/kWh while we paid 10.14 cents/kWh for its generation. Ontario contracted for far too much intermittent and unreliable wind and solar power creating a domino effect the increased our costs of generation. Paradoxically, if Ontario ratepayers consumed more of the annual excess power (15.5% in 2015) it would help reduce our per kWh cost.

Q: What is WCO’s stance on climate change?

Jane Wilson: Our position is that everyone wants to do the right thing for the environment, whether that is preventing air pollution or using the most efficient forms of power generation — but that isn’t industrial-scale wind. For example, the Ontario Society of Professional Engineers or OSPE says that the proliferation of large-scale wind will actually increase greenhouse gas emissions, therefore not achieving the government’s stated goals. In the OSPE’s most recent report, they say “Wind generation offers less GHG reduction value in Ontario because base-load generation is already carbon-free and wind generation often displaces hydroelectric and nuclear base-load generation.”

Q: Why does the Ontario government continue to force wind turbines on communities that don’t want them?

Jane Wilson: The government is acting on an ideology that is not supported by fact and to do that, it erased communities’ right to local land-use planning with the Green Energy Act. We think that’s wrong, and are supporting the now 116 municipal governments that have demanded a return of that control and also that community support be mandatory for wind power contracts. There is a concern too about communities in the North where there may not be elected municipal governments, where contracts can be awarded for wind power projects that have a significant negative impact on the natural environment, for little or no benefit.

WCO worked with Ontario municipalities on the mandatory support resolution.

Q:Can the government really cancel wind power contracts? Can a new government cancel the subsidy programs?

Jane Wilson: Yes. There are clauses in the contracts under LRP I that are “off-ramps” in the case of cancellation, and which set out the financial steps needed to do that. For example, the contract with EDP for the “Nation Rise” project south of Ottawa in North Stormont, worth $430 million over 20 years, would cost $250,000 plus reimbursement for development costs that must be justified, to a maximum of $600,000. And yes, government can cancel subsidy programs. The LRP II, now “suspended”, should be cancelled outright.

The other opportunity is to cancel wind power projects that do not have a “Notice-to-Proceed”: this is straightforward. WCO has also suggested to the IESO that the government look seriously at all contracts and review them for opportunities to cancel. Even costly negotiated buy-outs will reduce hydro costs significantly, due to the high cost of disposing of surplus power.

Q: What is WCO doing to help people already living with wind turbines, and the noise they produce?

Jane Wilson: We support the public health investigation being done by the Huron County Health Unit, and hope that other municipalities will take similar action. We are also looking at how research can be done to help change the Ontario regulations on noise –which are not based on current science and in fact, are completely inadequate to protect health. We prepared a detailed document on how to revise noise enforcement regulations, another on how the approval process must be changed to protect health, and we submitted a document to the World Health Organization which is preparing global noise regulations for wind turbines. In short, we take every opportunity possible to explain the situation for people living in communities where wind turbines and their noise emissions have been forced, without consent, on the people of Ontario, with the goal of having regulations and processes changed.

Q: What’s ahead in 2017?Jane Wilson: It’s a very different world for wind power now, than in 2009 when the Green Energy Act was passed. People are genuinely questioning the benefit of high-impact, large-scale wind power development, especially when there seem to be few, if any, benefits, and we are seeing the shocking results of the government’s complete mismanagement of the electricity sector such as lost jobs and rising energy poverty. We believe the government will have to take dramatic action if it is serious about getting electricity bills down. The fact that Ontario municipalities are speaking out on this issue and taking action will also have results, we believe. We are hoping for a complete halt to the ongoing damage of the government’s policies, and that there will be help for people already living with the noise and other impacts of industrial-scale wind turbines.

As for Wind Concerns Ontario, we are not stopping our work.

Wynne government should cancel wind power contracts for hydro bill relief, says WCO

“Poverty is getting worse in Ontario,” says Wind Concerns Ontario president

 

Wind Concerns Ontario welcomes the acknowledgement by Premier Kathleen Wynne of financial hardship imposed by her government’s energy policies, and has sent six recommendations for action that will provide immediate relief.

“We know that energy poverty in Ontario is real and worsening under this government,” says WCO president Jane Wilson. “Hundreds of thousands of people are having difficulty paying their electricity bills, and many are having to choose between ‘heat and eat.’ Meanwhile, corporate power developers are getting paid huge profits in Ontario – this has to change, now.”

Wind Concerns Ontario sent the Premier a list of recommendations: 

  1. Immediately cancel LRP II renewable power program. Currently “suspended,” its target was to acquire 1,000 megawatts (MW) of power, even though the government says we have a “robust” supply of power for the future. The cost of this new capacity would go straight to Ontario’s electricity bills
  2. Cancel the five wind power contracts awarded under LRP I for 299 MW. This action will save ratepayers about $65 million annually and $1.3 billion over 20 years. Cancellation costs will amount to a small fraction of the annual cost, probably on the order of about $2 million, at most. In addition, cancelling approved but not yet built wind power projects, and the new FIT 5.0 program will also save money. Together, these cancellations can save ratepayers from future rate increases of nearly $4 per month.
  3. Cancel “conservation” spending of $400 million annually. This action would have an immediate effect on ratepayers’ bills, reducing them by $5.50 per month or about $70 a year. Ontario’s ratepayers have already reduced their consumption from 157 TWh in 2005 to 137 TWh in 2015, for a significant 12.7% decrease.
  4. Allocate the Ontario Electricity Support Program (OESP) to the Ministry of Community and Social Services. The OESP is essentially a social assistance program and it is questionable as to whether ratepayers should bear the burden of its costs. With an estimated annual cost of $200 million, the effect of this would be an immediate savings of about $4 per month on ratepayers’ bills, and an annual savings of $50. We recognize, however, that the move would impact the budgetary shortfall by a like amount so we recommend the following action.
  5. Levy a tax on wind and solar power generation on a per-megawatt basis starting at $10 per/MWh. This would result in raising sufficient revenues to offset the OESP costs. The effective rate could be held at that level or increased in the event the OESP costs exceed the forecast $200 million per annum. The Auditor General previously reported the award value per MWh of the 20-year contracts to wind and solar power developers exceeded those in other jurisdictions by a considerable margin. The tax would serve as a recognition of those excessive margins. (Note: the wind power contracts also contain cost of living increases of up to 20% over the term of the contracts.)
  6. Immediately reduce the Time of Use (TOU) off-peak rate. We recommend an immediate reduction in the TOU off-peak rate from 8.7 cents/kWh to 7.4 cents/kWh to encourage the shift of power consumption from peak to off-peak time in order to flatten daily demand.

“Poverty is a major factor in population health,” says Wilson, a Registered Nurse. “It is time Ontario takes action to help people now, and not cause further hardship for Ontario families.”

OTTAWA WIND CONCERNS NOTE: The contract for the “Nation Rise” wind power project in North Stormont, just south-east of Ottawa, will cost Ontario residents $430 million over its 20-year contract, for intermittent wind power we don’t need. Cancelling the power project, slated to be 100 megawatts and over 30 industrial-scale wind turbines, would cost no more than $600,000. Other projects in our area would be the much-contested Amherst Island project which will endanger birds and other wildlife species, and the White Pines project in Prince Edward County, also a danger to migratory birds and other wildlife. Cancelling these projects which are not yet built will save millions.

Social responsibility key in wind farm leasing decisions: Wind Concerns to OFA

Clarify position on wind farms: WCO to OFA

Land owners need to be socially responsible when deciding to sign leases for wind turbines, Wind Concerns Ontario tells Ontario Federation of Agriculture president

The following is a letter sent by Wind Concerns Ontario president Jane Wilson to OFA president Don McCabe, in response to remarks made by Mr. McCabe at a wind farm information meeting in Finch, Ontario. Several of Mr. McCabe’s comments to the audience, such as that there is no surplus of power in Ontario, were not correct, WCO said in the letter.

As well, while Mr. McCabe’s advice to landowners to “get a lawyer” is sound, Wilson said, the attitude that landowners need to concentrate only on getting everything they want in a lease is isolationist and archaic, and is helping to divide Ontario’s rural and small-town communities.

“Not one word was said about responsibility to community, and neighbours. This [attitude] does not represent the view of the contemporary and socially responsible farm operators that we work with; they are professionals who believe they are part of their communities and who are aware of—or at least consider—the effects of their actions on others,” Wilson said.

The letter was sent to Mr. McCabe, and the Board of Directors for the Ontario Federation of Agriculture.

Dear Mr. McCabe:

It was interesting to meet you last week in Finch, Ontario at the Lions’ Club event, where we both spoke, along with Mr. Levy of CanWEA.

I was relieved to hear your strong advice to those attending and contemplating signing a lease with a wind power developer, to “get a lawyer, get a lawyer, get a lawyer.” This is excellent advice: as you know, these contracts typically contain dozens of pages of various clauses outlining requirements and limitations…many people do not understand what they are being asked to sign.

I was disappointed, however, in other aspects of your presentation. First, there were a couple of statements made that are not correct and may even be misleading.

Power surplus in Ontario: in my presentation I had suggested that more wind power projects were not necessary, especially not for a form of power generation that is intermittent, produced out-of-phase with demand and is expensive, causing Ontario electricity rates to rise. You countered by saying that Ontario has no surplus of power. This is not correct: the Ontario Energy Minister himself admits that Ontario has surplus power and also says that the province will have a surplus for years to come. “Net metering”: you told the audience that they should arrange in their lease to share in the wind power produced by any turbines on their land. This is not correct—it is unlikely one could get power from the wind turbine on a farm, and moreover, it would be in violation of the contract the wind power developer has with the Ontario government to obtain the Feed In Tariff to do that.

Turbine noise: you suggested to the audience that if the noise from turbines were to bother them, they could make sure that there is a clause in the lease so that the power developer would have to address that. This is extremely unlikely; at present, there are thousands of noise complaints in Ontario that go unresolved by either the developer or the Ministry of the Environment.

Community input to power projects: In response to several questions from the floor, you did advise people to go to the government website on the new Large Renewable Power Request for Proposal process, but you also suggested to at least one audience member that there is nothing communities can do, if a power proposal comes forward. That is not correct: people can work with their municipal governments, members of their community, and also choose not to sign the agreement required of adjacent property owners.

Contracts: I believe you also suggested to a farm owner who had signed a contract/option and was now having second thoughts that there was nothing he could do. This also is not correct, and would have been another opportunity for you to advise him to “get a lawyer, get a lawyer, get a lawyer.”

That brings me to the second area of disappointment in your presentation: the overarching theme of your remarks was that if people are going to sign a lease for a wind turbine project they should make certain that they get concessions from the power developer that benefit them. There was not a single mention in your remarks of the need for responsible consideration of other members of one’s community, including fellow farm operators, and neighbours.

This was a very narrow view that demonstrates no balance and instead indicates an archaic, “I can do whatever I want on my land” view. This does not represent the view of the contemporary and socially responsible farm operators that we work with; they are professionals who believe they are part of their communities and who are aware of—or at least consider—the effects of their actions on others.

Our concern with this isolationist view of farm ownership is that it will further divide Ontario’s rural and small-town communities.

OFA needs to clarify its position on this matter, and further, consider advising your membership that when it comes to deciding whether to participate in a wind power project, the responsible course of action is to balance their financial opportunities with the economic, health and social needs of others around them.

“Why us?” was one of the questions raised, as more than 125 people gathered in the North Stormont Community Arena Hall in Finch on a fine spring evening in the middle of busy planting time, to hear a panel discuss various aspects of wind power in Ontario.

Speakers for the Lions’ Club event were:  Tom Levy, Director of Technical and Utility Affairs, for the Canadian Wind Energy Association/CanWEA, the industry lobby group;  Jane Wilson, president, Wind Concerns Ontario; and Don McCabe, president of the Ontario Federation of Agriculture.

Tom Levy went over the numbers for wind power in Canada and showed wind power development is growing as a source of power; Ontario currently has over 4,000 megawatts of installed wind power. Wind is cheaper than other forms of power generation, he said, fast to build, emissions-free, and–because power contracts are for 20 years–provides price stability whereas prices for other forms of “fuel” such as natural gas, can fluctuate, he said.

Wilson called for balance in the approach to wind power development in Ontario communities: “If a community wants a wind power project, that’s fine,” she said, “but you have to be assured that no one single person is going to be harmed by it.” Wilson said the recent Health Canada study showed health impacts (“annoyance” is a medical term meaning distress, she said) and called the Ontario setbacks of 550 metres into question.

Quoting a document from CanWEA, Wilson said, “You have a right to ask questions, you have a right to have concerns, and –based on what you learn–you have the right to oppose.” Wilson also mentioned the charge of lease possibility in wind power contracts which meant developers can obtain financing based on the leases on farm properties for turbines.

OFA president Don McCabe pounded the lectern with his fist on the contract issue, saying, Get a lawyer, get a lawyer, get a lawyer. It is up to each property owner to obtain proper legal advice before signing contracts, he said. His view was that farm owners contemplating leases need to get an agreement that will get the most benefit for them.

Mr McCabe made no mention of farm communities, or the effect of farmers’ decisions to lease on their neighbours.

The issue of Ontario’s power supply and electricity bills came up through the evening as Wilson asserted Ontario does not need more power, and has already sold off surplus power cheap in the first quarter of 2015, for a $450-million loss for ratepayers.

McCabe joked that he didn’t think there was excess surplus power at night, and that there was no real surplus of power, only mismanagement “in Toronto.”

The question, “Why us?” was answered by Levy and Wilson. Levy said it was a number of factors that motivated developers to choose an area for power development, including access to the power grid, willing landowners, available wind resource. “Mr Levy hit the nail on the head,” said Wilson; “willing landowners. The real question is, why are power developments not located closer to cities like Toronto where the power is being used?”

The power developer proposing a project for Stormont Dundas and Glengarry, EDP Renewables, will be holding an open house tonight in Crysler at the Community Centre, between 4 and 8 PM.

Wednesday June 4 at 8 PM on Sun News, is the debut of the documentary film Down Wind.

The film features interviews with Ontario residents living near wind power projects, economics professor Ross McKitrick, human rights lawyer Julian Faulkner, energy analyst Tom Adams, Human Rights Charter appellant Shawn Drennan, activist Esther Wrightman, and Wind Concerns Ontario president Jane Wilson.

There have been some interesting TV news stories and radio interviews lately, let’s catch up, shall we?

MPP asks Premier to halt wind power project: CTV news, Kitchener. Note that MPP Pettapiece speaks of a referendum conducted in his riding, the results of which were that 96% of those surveyed said NO to the wind project. Note also the proximity of the turbines to a public school which has a special program for autistic children, who will be very affected by the noise and shadow flicker. The wind power developer doesn’t care. The province doesn’t care.

The last two days, CFRA’s morning show has been running interviews on the negative effects of wind turbines and wind power projects. Monday was an interview with Ottawa Wind Concerns/Wind Concerns Ontario chair Jane Wilson and the Globe and Mail’s Roy MacGregor. The topic was the wind power projects proposed for the scenic Algoma Region of Ontario, which is visited by countless tourists from around the world annually, who come to see the unparalleled beauty, made famous by Group of Seven painters.

Tuesday, CFRA’s Steve Madeley interviewed biology prof and executive director of the Long Point Waterfowl Conservancy on the negative impacts of turbines on wildlife. Note that Dr Petrie says Ontario’s setbacks are inadequate, that some areas of Ontario have been the “worst possible” place to put turbines, and further that because wind power developers do the environmental assessments themselves, they “always come up with the right answer.”

This interview is important coming as it does in the midst of the Environmental Review tribunal for the project at ostrander Point, a “globally significant” area for migrating birds.

Safe setbacks for environment, health demanded now

A community group located in Prince Edward County is calling upon Premier-Designate Kathleen Wynne to institute safe setbacks from wind power generation facilities in order to protect the environment and human health. The County Coalition for Safe and Appropriate Green Energy or CCSAGE, released its open letter and a news release today.

The letter is from CCSAGE Chair Garth Manning QC, who says it is abundantly clear that the current setbacks are not adequate and were not based on any scientific evidence. Manning referred to the Auditor-General’s report of 2011, which was critical of the haste and lack of study behind Ontario’s Green Energy Act.

Jane Wilson, President of Wind Concerns Ontario (and Chair of Ottawa Wind Concerns) agrees:  “We’re seeing dead birds by the thousand already, and hundreds of people exposed to the environmental noise from wind turbines in this province are now ill.  It’s time for the government to step up, admit mistakes have been made, and act to protect the health and safety of people, and the future of the environment.”

Two wind power projects are currently proposed for Prince Edward County, one at Ostrander Point, a “globally significant” Important Bird Area, which is currently under appeal by community and naturalist groups. Hundreds of thousands of birds migrate through the area twice a year. Bird deaths at nearby Wolfe Island are higher than the wind developer there predicted.
