Ottawa City staff have responded to queries about whether the City is planning wind turbines in the rural areas. Here is the response from a manager in the Climate Change and Resiliency Section.

Key point: the City of Ottawa is not directly procuring wind turbines BUT they are looking at where the turbines could go when developers come forward with proposals. That is a YES.

Response:

The City of Ottawa is not planning and does not have any intention of developing or installing large scale wind or solar renewable energy generation projects.

My team is responsible for developing and coordinating strategic policies, programs and plans to reduce greenhouse gas emissions and build resiliency to climate change in Ottawa.   As part of this work, my team leads the Climate Change Master Plan and is supporting the development of the new Official Plan.  Below is background information about both relate to wind projects.

 

Climate Change Master Plan

 

The City’s Climate Change Master Plan provides Ottawa’s overarching framework to reduce greenhouse gas (GHG) emissions and respond to the current and future effects of climate change.  As part of the plan, City Council aims to reduce GHG emission 100% by 2050. Energy Evolution is the action plan for how Ottawa will meet those targets.  It modelled 39 actions and their relative GHG emissions reductions to achieve the targets and identifies 20 priority projects* to accelerate action and investment over the next five years (2020 – 2025).  Both the Climate Change Master Plan and Energy Evolution identify embedding climate considerations in the new Official Plan as a priority project.

 

On January 1, 2019, the Green Energy Act was repealed which restored municipal authority over the siting of new renewable energy generation projects through amendments to the Planning Act. Residential and agricultural concerns about the siting of projects are now expected to be addressed through local municipal approvals. The current Official Plan and Zoning By-law are silent on renewable energy generation (REG).

 

Official Plan

 

The Draft Official Plan was released in November 2020 included REG as a Generally Permitted Use, but it did not specify where REG was permitted.  Through public consultation, staff received feedback that renewable energy generation policies in the Official Plan should align with Energy Evolution.

 

Since the Draft Official Plan was released in November 2020, staff has worked to add policies to direct where large-scale renewable energy generation projects can be located in the rural area.  The following describes the revisions:

 

The proposed policies direct where large-scale renewable energy generation projects as well as bio-energy projects are to be located in the rural area. It should be noted that such projects would also require a Renewable Energy Approval from the province.

The proposed policies are consistent with the Provincial Policy Statement for renewable energy generation in prime agricultural areas.

The proposed policies provide direction to establish zoning by-law provisions for renewable energy generation facilities to address nuisance impacts such as noise and shadowing. Public and stakeholder consultation will be undertaken on any new proposed zoning provisions following Council adoption of the Official Plan.

 

The revisions to the new Official Plan will be posted on the Official Plan webpage later this month.  When it is released, additional detail will be provided about how to make public delegations at the statutory public meeting expected later this summer.

 

Upon approval of the new Official Plan, large scale projects that are initiated by energy developers would still require approval by the Province (i.e. under the Renewable Energy Approval or Environmental Activity Site Registry process). However, there is currently no provincial policy or procurement mechanism that allows renewable electricity to be sold to the grid (i.e., there is no immediate opportunity for large scale wind or solar development in Ottawa). Staff are currently undertaking a preliminary assessment of renewable energy generation potential within the rural areas identified in the new Official Plan to better understand how the potential compares to the Energy Evolution model requirements.  This study is expected to be complete this summer.

So City staff are trying to deflect interest in and concern about high-impact wind power generation in our rural communities with a lot of words about the Official Plan.

The people of Ottawa generally and especially rural residents need to be able to discuss these proposals NOW. We also need the protective zoning bylaws NOW—if the City waits until proposals are made, they will be unable to enact anything, or the power developers can take legal action.

*One of the 20 projects is 20 megawatts of wind by 2025

Last night the City of Ottawa announced in a meeting to update rural communities on the revised Official Plan that the development of industrial-scale wind power facilities will be encouraged, and that these will be “directed” to Ottawa’s rural communities.

Staff claimed that renewable energy development — wind and solar — are a provincial direction, and the City has no choice but to pursue this.

“That is completely false,” says Jane Wilson, resident of North Gower and chair of community group Ottawa Wind Concerns. “The province is actually committed to affordable and reliable electricity —that’s not weather-dependent intermittent wind power.

“The City seems to ignore the disaster that wind power was for Ontario, and the role it played in creating energy poverty by boosting electricity bills by 270 percent,” Wilson said. “Wind turbines also have high impact on the environment, producing disturbing noise emissions, and killing birds and bats, which are important to the ecosystem.”

In fact, Ottawa’s Energy Evolution report proposes as much as 3,200 megawatts of wind power for the capital area, as many as 700 powerful turbines. The plan calls for 20 megawatts by 2025.

“There is no cost-benefit or impact analysis in that report, and no full, honest accounting to the people of Ottawa as to how much this will cost us all. Funding is supposed to come from the federal government so every Canadian taxpayer as Ottawa repeats the failed Ontario experiment with wind power,” Wilson said.

A few weeks ago, at the launch of the Ottawa Climate Action Fund, event chair Diana Fox Carney commented that probably, few people in Ottawa have actually read the city’s climate action strategy.

She is correct.

People should read it.

They really should.

The City has a Climate Change Master Plan, and last fall, while most of us were worrying about the pandemic, Council accepted a document titled Energy Evolution: Ottawa’s Community Energy Transition Strategy.

There is plenty to read in the 101-page document, but what concerned us was the strategy to achieve Net Zero by 2050 in part by using grid-scale or industrial-scale wind power. In fact, the strategy document calls for 20 megawatts (MW) of wind power by 2025 (see page 17). In today’s terms, with new turbines over 3 MW, that would be probably 6-8 large wind turbines.

But the document doesn’t stop there. In order to get to 100% emissions-free, Ottawa would have to do this:

“Wind generation reaches 3,218 MW by 2050 (approximately 710 large scale turbines)”. (See page 68, Energy Evolution)

The Energy Evolution document contains no cost-benefit analysis, no impact analysis in terms of what those turbines would do to the rural communities forced to have them (there will be no turbines in the Glebe), no full honest review of the cost to consumers of such a venture, and no analysis of environmental effects such as noise pollution, danger to wildlife, damage to aquifers, etc.

In fact, Energy Evolution completely ignores the entire Ontario experience with grid-scale wind power which has been a disaster, forcing electricity bills up 270 percent and creating “energy poverty.” It also repeats false claims for wind power job creation; that didn’t happen for Ontario, (high electricity costs drove business OUT), and it won’t for Ottawa. Look south to Nation Rise/Crysler Wind Farm where 130 MW of turbines will result in two jobs.

Climate action is the goal but several of the statements in this document are odd, and political in nature. Ottawa has to go 100-percent renewable, it says, to “offset” emitting sources of power on the provincial grid. If by that they mean natural gas, the opposite is true: because wind power is intermittent, weather-dependent and generated out of phase with demand, more wind power means more natural gas. Wind can’t replace anything. It didn’t replace coal in Ontario; nuclear and natural gas did that.

Higher electricity bills. More burden on taxpayers at all levels. Less reliable power. Industrialization of quiet communities and takeover of important foodland.

That’s what will happen if this goes ahead.

The medical report supporting Ontario’s wind turbine noise regulations is now 10 years old–the regulations need to be updated

Ottawa Wind Concerns executive members Jane Wilson and Michael Baggott spoke at the meeting of the Ottawa Agricultural and Rural Affairs Committee (ARAC) today, and alerted the Committee that action is needed following new amendments to regulations on wind turbines by the Ford government.

A wind power project was proposed in 2008 for the North Gower-Richmond area, with potential to spread to Osgoode. The project did not proceed when the Germany-based proponent failed to qualify for the last round of proposals under the Wynne government. It would have exposed hundreds of people to wind power generator noise — that fact was acknowledged at the time by the power developer.

“Today, we know a lot more about wind power,” said Ottawa Wind Concerns Chair Jane Wilson. “We know that many wind turbines in Ontario were sited improperly and we know that many mistakes were made — the former Energy Minister said that in 2017. And, we know there are thousands of records of noise complaints in Ontario, that have not been resolved, and are waiting on enforcement of regulations.”

Now, the new Ontario government is making changes but they require action from Ontario municipalities. Four new amendments to regulations are in response to Ontario municipalities demanding a return of local land-use planning powers, which were stripped from municipalities by the McGuinty government and the Green Energy Act.

“The amendments have not been proclaimed yet,” Wilson said, “but we need to be ready in the event a wind power proposal is made in future.”

One of the proposals is that power developers must balance any environmental impacts against the benefit of their proposed power project. “The problem is,” Wilson told the Committee, “Ontario’s rules on wind turbine noise and setbacks for safety are inadequate and out of date. The supporting document the previous government used is now ten years old, and does not reflect practices in other countries around the world.”

She added that the Ontario regulations on noise do not meet new guidelines published last fall by the World Health Organization.

“You have to remember that wind turbines produce a range of noise emissions— it’s not like barking dogs, or traffic.”

The amended regulations also require power developers to prove their project meets all zoning regulations locally. This is a problem, Wilson said, because under the Green Energy Act, municipalities had no say, so there was no reason for them to have any such zoning or bylaws as would apply to the huge wind power projects.

Ottawa Wind Concerns referred to a comment document prepared by Wind Concerns Ontario, which recommended municipalities ask the Ford government for a transition period in which they could begin the work on bylaws, and to develop new, adequate rules for setbacks between homes and turbines, and new noise limits for wind turbines.

Ottawa has already shown leadership Wilson said, in passing a bylaw asking for “substantive” input to wind turbine projects, and now is the time to take action to protect residents from the industrial-scale wind power projects.

Councillor Scott Moffatt thanked the presenters for the information, and also Wind Concerns Ontario for its work to protect rural communities.

The Ontario government realized there were inadequacies in their protocols for wind turbine noise and the assessment procedures needed in the approval process for new wind power projects, so they changed them.

And then gave the five newest wind power projects the option not to use the new rules.

As a result, the powerful power generators in projects that received contracts in 2016 but which are not yet built — in fact four don’t have Renewable Energy Approval yet — will be out of compliance with the new regulations the minute they start operating.

Four Ontario community groups think that’s not right.

They’re heading to Queen’s Park today as three MPPs present thousands of signatures on a Petition, asking the government to follow its own rules.

Representatives of Ottawa-area Concerned Citizens of North Stormont and Save The Nation will join their colleagues from Dutton Dunwich Opponents of Wind Turbines (DDOWT) and Wallaceburg Area Wind Concerns as the Petition is presented in the Legislature.

The Petition is related to the creation of “Transition Provisions” by the Ministry of the Environment and Climate Change (MOECC) in the Renewable Energy Approval process, which allows wind power developers to ignore new noise modelling guidelines, even for the newest unapproved power projects.

“The MOECC recognized that the previous requirements for turbine noise modelling were inadequate and they revised them,” says Bonnie Rowe, spokesperson for Dutton Dunwich Opponents of Wind Turbines (DDOWT), whose citizen group has applied for a Judicial Review of the Transition. “The noise modelling requirements are important to protect health and safety for people living near the turbines but now, the government has allowed the developers for the new projects to use the old ones — we think that’s wrong.

“If the government sets rules, especially for health, then everyone should have to follow them, no exceptions.”

Wind turbine noise has been linked to sleep disturbance, which in turn leads to other, serious health problems. According to Wind Concerns Ontario, documents received from the Ministry of the Environment and Climate Change #MOECC show that thousands of reports of excessive noise remain unresolved, and not responded to in Ontario.

MPPs presenting the petitions Monday are: Jeff Yurek, from Elgin-Middlesex-London where the Strong Breeze Wind Power Project is proposed for Dutton Dunwich; Monte McNaughton, from Lambton-Kent-Middlesex where the Otter Creek Wind Farm is proposed for the Wallaceburg area; and Jim McDonell, MPP for Stormont-Dundas-South Glengarry, who will be delivering petitions on behalf of the North Stormont area where the Nation Rise Wind Farm is proposed, and also the Municipality of The Nation, where the Eastern Fields Wind Power Project is proposed.

Seventy-five municipalities across Ontario are calling on the provincial government to give them more say on future wind farm projects.

Some eastern Ontario communities have declared themselves “unwilling hosts” to wind farms, only to recently have the province award contracts against their wishes.

The City of Ottawa, North Frontenac and at least 73 other municipalities want Ontario’s Independent Electrical System Operator (IESO) to “make formal municipal support a mandatory requirement in Ontario’s next round of procurement for renewable energy projects,” according to the resolution.

The provincial energy agency claims to let communities express their concerns, but that has little impact on the outcome, according to North Frontenac Mayor Ron Higgins.

“We basically don’t have any democratic right when it comes to deciding where these wind turbines go … within our municipality,” he said.

Higgins said if given the opportunity North Frontenac would turn down all wind turbine projects, but he said some area municipalities would support them.

“We may want them, we may not want them, but if we do want them we’d like to be able to tell you where to put them,” said Higgins.

“Not right in front of a cottage door, or high on a mountain where all our cottages can see it.”

Current process ‘unfair,’ Ottawa councillor says

The current procurement process for renewable energy projects is “unfair” and “incredibly frustrating,” according to Rideau-Goulbourn ward Coun. Scott Moffatt.

Moffatt said he has no choice but to tell upset constituents “‘sorry, it’s the province, sorry, it’s the province.’ It just sounds like we’re passing the buck, but literally we have no control over these things.”

Both Higgins and Moffatt said they’re hopeful Ontario’s new energy minister, Glenn Thibeault, will be open to new discussions.

Higgins said he requested meetings with previous minister, Bob Chiarelli, three times, but that all requests were denied.

“Overwhelmingly fraudulent”; “we were ready with a team of lawyers”; “property values are decreased because of forced wind turbine projects” … and more.

Ontario community groups, municipal representatives and individual citizens responded to the Independent Electricity System Operator (IESO) request for feedback on its renewable power bid process.

The IESO published a summary of comments received in its online survey, yesterday.

Ottawa Wind Concerns was among the community groups responding to this survey.

Key issues were the fact that the process was difficult to understand, unfair to individuals and communities, and that so-called “community engagement” was a false promise, given that community support (or lack of it) was just one of the rated criteria in the bid process, not a mandatory requirement.

Municipal governments are forced to determine whether they support a power project with very little information, representatives said. The rated criteria activities to indicate community support were ineffective, said most of the municipal government representative responding: 70 percent said the activities prescribed were “somewhat” or “very” ineffective.

The mandatory meeting was set up in a format that was to leave everyone with the least amount of say as possible. There were large displays set up showing the project. There was no intention for any real interaction with the participants. We had to basically demand a question and answer period. Questions and answers in a public format is the way these mandatory meetings should be set up to ensure that the correct info is actually being presented.
The mandatory community engagement requirements and optional rated criteria community support activities were neither clear nor successful in raising awareness within the Project Community. How can a requirement to consult members of a community (and having owners sign a support form) on an existing line that had already been fully and duly permitted and that represents no new or additional impact for them be considered mandatory and successful in raising awareness or support for the project? The Rated Criteria points associated with obtaining a support resolution from the municipal council gives too much negotiation leverage to the Municipalities. Rated Criteria points should also be allocated following a prorated basis instead of a all or nothing basis, especially the ones associated with abutting landowners support.

Some respondents questioned the municipal support process, saying that councils ignored community wishes and/or had pecuniary interests in the proposed power projects.

I was part of the General Public who attended meetings and proposal meetings. Our elected officials were not responsive to the general public opinion which was 80% plus against the proposal so we had to fight our representatives. The process was very poor and at least 1 of our political persons refused to withdraw from voting and would directly benefit from the projects if approved. I felt like I lived in a 3rd world country.

Other respondents decried the loss of good Ontario farmland for power projects, and the social impact on communities when some landowners took out leases or accepted payments for support of abutting power projects.

Another concern was the communities and neighbours to power projects had no idea the bid was coming until it was put together.

Very simple. Let communities decide whether they want these projects or not. Let neighbors know from the very outset that their communities are being considered. Holding a propaganda session once the project is ready to be submitted is not community involvement.

The provincial government is preparing a new law to make it easier to build and expand hydro corridors, with the Ottawa area a prime target.

Energy Minister Bob Chiarelli told a summit of energy companies in Toronto in early May that he’s working on legislation that’s mostly about adjusting the way Ontario’s main regulator for the industry, the Ontario Energy Board, works once the province sells off a majority share in Hydro One, its main transmission utility.

But part of the new law, according to the text of his speech, will “give cabinet enhanced powers to designate key transmission corridors to expedite their construction.”

Chiarelli’s spokesperson Jennifer Beaudry explained by email that the idea is to let the politicians decide what’s “in the public good” and remove a stage where the energy board makes its own determination about whether a transmission project is really needed. The regulator would still go over costs and decide who should pay what share of them, she said.

A key transmission corridor could be one that brings electricity to a remote First Nations reserve, one needed to power northern mines, or one that’s needed for “enhanced intertie capacity with neighbouring jurisdictions to support clean energy import,” the text of Chiarelli’s speech says.

And that means Ottawa, which is a major transfer point for electricity Ontario buys from Quebec’s hydro dams but where our existing wires are nearly maxed out.

“At present the firm import capability that could be relied on for all hours on the Quebec — Ontario interties is quite restricted due to transmission issues in the Ottawa area,” says a report prepared last fall by the Independent Electricity System Operator, the provincial agency that monitors and forecasts the flow of electricity around Ontario.

Lines that run through Ottawa carry power into Ontario both from northern Quebec and from the big Beauharnois dam near Montreal. Electricity doesn’t travel all that well, so a lot of the energy we use here comes from Quebec, especially in the summer.

A shortage of transmission capacity will be a big deal in the North, where the eventual development of Ring of Fire mines and related industries will take a lot of electricity. It could even affect Toronto, which has a lot of heavy-duty power lines around its outskirts but only a webwork of little ones serving its condo-packed downtown. But it’s here that the clock is really ticking.

Within five years, the agency says, there’ll be no capacity to move electricity from Quebec through Ottawa to the rest of the province unless we build hundreds of millions of dollars’ worth of new power lines; all the juice we can suck in, we’ll be using locally. At a minimum, keeping the system functioning means replacing existing lines that run past backyards in Kanata and Orléans with heavier-duty ones, a $325-million project that would only keep the power supply in Ottawa stable, not give us any to spare.

The most ambitious scenario the IESO considered would cost more like $2 billion. It’s a list of things we’d have to do if Ontario wants to make a major deal to buy Quebec electricity in quantity. We’d have to do major work on just about all of Ottawa’s high-voltage lines, but especially on the ones that run through Orléans because they mainly carry electricity from an “intertie” with Quebec at a hydro dam in Masson-Angers to Ontario’s main power grid. It would also mean building a new eight-kilometre line through Kanata, connecting transfer stations at South March and Terry Fox.

As Ontario knows well by now, new electricity projects are rarely popular. Usually, they benefit other people more than those who live nearby — a wind farm is good for the company that runs it and for whoever leases or sells the land, and (arguably) for the province as a whole, but not for the neighbours who have to look at it.

Same thing with a hydro corridor. We need high-voltage wires but nobody has yet found a way to make them pretty. Plus the science is pretty compelling that they don’t pose a health risk, but there’s no convincing some people. Which is why the cabinet will want the authority to shove them down people’s throats.

Ottawa Wind Concerns will present an overview of the new Ontario contracting process for wind power at the Agricultural and Rural Affairs committee today.

The group has prepared a presentation that outlines the process for developers, based on the 100-page document from the Independent Electricity System Operator or IESO, and has added recommendations for the City of Ottawa, should a proposal for a wind power project come forward.

“Our rural communities are completely opposed being industrialized for wind power projects, to produce power Ontario doesn’t need,” says chair Jane Wilson. “Almost 1,300 residents of the North Gower area signed a petition in 2013 to say they do not support a wind power project in their community, due to the economic and social costs.”

Ontario is contracting for 300 more megawatts of wind power in 2015, which will cost Ontario $200 million annually.

U.S.-based EDP Renewables has stated it is planning to propose 30-50 turbines just 30 minutes south of Ottawa, in North Dundas.

Ottawa Wind Concerns is a community group and corporate member of Wind Concerns Ontario.

After “boasting” that projected electricity bill increases will result in $120 more on electricity customers bills a year yesterday in Toronto, Ontario Energy Minister Bob Chiarelli is a guest on CFRA’s The Home Page at 1 p.m.

Morning show host Steve Madely disputed Chiarelli’s math on his CFRA show this morning, saying by his calculation, the increase in electricity bills will be at least $140…and that Ontario consumers can ill afford it.

Chiarelli acknowledged that the increases are due to Ontario’s “investment” in “green” energy.

That doesn’t make economic sense, says Ottawa Wind Concerns Chair Jane Wilson. “Wind power which is today less than 4% of Ontario’s power capacity, actually represents 20% of the utility cost,” she says. “And because Ontario has a surplus of power, we are exporting a significant part of that at a loss to the United States, while we are paying wind power developers billions. Yet consumers are being asked to pay more–this is just nuts.”

Ontario opened its new contracting process for large renewable power projects on March 10; it is not clear whether a large wind power generation project will be proposed for the rural Ottawa area. The City passed a resolution in 2013 saying it did not support a wind “farm” in North Gower, and demanded a return of local land use planning powers that were removed by Ontario’s Green Energy Act.
