Realtors say Wolfe Island wind turbines caused waterfront home prices to plummet

CAPE VINCENT — Realtors say the value of waterfront homes in the town has slid steeply over the past five years due to the eyesore of Wolfe Island Wind Farm, creating a buyer’s market for those who don’t mind looking out at turbines.

Amanda J. Miller, broker/owner of Lake Ontario Realty, Chaumont, said brokers recently have sold waterfront homes on Tibbetts Point Road off the St. Lawrence River for up to $300,000 less than they were priced at five years ago. The 86-turbine wind farm on Wolfe Island, Ontario, was built from summer 2008 to June 2009.

In one case, “a couple of years ago we had a waterfront house that sold for $300,000 that was in the mid-$600,000 range before,” Ms. Miller said.

Though few waterfront homes on Tibbetts Point Road have been sold in the past five years, Ms. Miller said there recently has been an uptick in buying activity. She said that brokers sold three waterfront homes during the past year. Those homes, previously listed in the $700,000 to $800,000 range, sold for $515,000, $530,000 and $615,000. She said that buying activity increased after the news in February that BP Wind Energy abandoned its 285-megawatt Cape Vincent Wind Farm project.

“Property values on Tibbetts Point Road started declining about five years ago, but it’s pretty much bottomed out now and things are starting to sell again,” Ms. Miller said. “A lot of people who struggled to sell their homes had to drop their prices. But I think things are going to start to slowly repair themselves, because the Cape Vincent Wind Farm battle is over.”

Ms. Miller said a “cloud was lifted off the market” when the BP Wind Energy project was scrapped, boosting the confidence of buyers to invest in waterfront property. She said there will continue to be a pool of buyers who are interested in buying affordable waterfront property and are willing to put up with the view of Wolfe Island Wind Farm.

“There’s no more questioning about whether something might happen that will further affect values,” she said. “Now you’re only left with dealing with the wind farm on Wolfe Island, and people are starting to realize the real battle is over — whether they’re pro- or anti-wind. The burden has been lifted and the market will rebound.”

Cape Vincent Assessor Denise J. Trudell said the value of high-end waterfront properties on Tibbetts Point Road has gradually slid in recent years because of an undesirable view of Wolfe Island Wind Farm. As an example, she cited a home at 32519 Tibbetts Point Road that was sold for $700,000 in 2007; it sold in March for $510,000.

“Homeowners don’t think their property is worth as much because the view is not as desirable as what it used to be,” Ms. Trudell said. “I would say there has definitely been a decline in people looking for that type of high-end property. It has certainly had an effect on the property values along that area. But it all depends on how you want to look at it. I had a property owner two weeks ago tell me they find (the turbines) enchanting and like the view.”

Lesa M. Plantz, broker for Prudential 1000 Realty of Clayton, said that some buyers are attracted to homes on Tibbetts Point Road because prices have sharply fallen since turbines were erected on Wolfe Island. But until recently, there haven’t been many buyers interested in the waterfront property.

“When the windmills were first out there, absolutely nothing sold,” Mrs. Plantz said. “And with the continuing controversy going on with the windmill issue in the Cape, there was definitely a steady decline in sales. We had property sit for a couple of years that would have normally been sold in a couple of months.”

To illustrate that point, she said that a three-bedroom, 2,411-square-foot waterfront house on Tibbetts Point Road that was listed for sale for nearly $800,000 in 2010 gradually declined in price until it was sold in March for $515,000. The price of that home had fallen to $625,000 in 2012, and then to $569,000 in 2013 before dropping to its final sale price.

But Mrs. Plantz said she expects that buyers will become more confident in the market now that BP Wind Energy’s massive project is dead. She said an increasing number of waterfront properties in Cape Vincent has been listed for sale in the past year.

“Last year, we had a lot more waterfront homes listed, and this year there are definitely more homes on the market,” she said. “Sales are trending back up.”

While the view of turbines on Wolfe Island has been upsetting for some homeowners, buyers have jumped on the opportunity to purchase homes affected by the wind farm for lower prices, Mrs. Plantz said.

“It’s gone both ways,” she said. “It’s helped people looking for more affordable waterfront property who can overlook the situation with the windmills on Wolfe Island. But of course there are a lot of people that don’t like them.”

Trude B. Fitelson, a broker for Prudential 1000 Realty who has sold waterfront property for 24 years in the Thousand Islands region, said property values in Cape Vincent will never rebound because of the presence of Wolfe Island Wind Farm.

“The better waterfront properties will never hold their values as long as wind turbines are on Wolfe Island,” Ms. Fitelson said. “Your sophisticated buyer with a sense of design and architecture who wants something on the water is not going to want to look at those turbines. That’s not going to be their cup of tea. They’ll come up toward Clayton and Alexandria Bay because they won’t want to be there.”

We’ve seen this before: wind power developments start off with a few turbines and then become dozens, or as in the case of Armow, 45 turbines became over 90.

In this month’s edition of the AgriBusiness News is a report on the wind power development at Brinston, which was started by Prowind, and is now owned by U.S.-based EDP Renewables.

BRINSTON: It’s official–the South Branch wind farm in Brinston is on the grid.

Ken Little of EDP Renewables Canada Ltd. told The AgriNews that as of March 4, the Commercial Operating Date granted by the Ontario Power Authority, the project’s 10 wind turbines were producing a combined total of up to 30 megawatts. [sic. Editor’s note: we think the writer means producing power]

An on-site substation changes the power frim 34.5 to 44 kilovolts, which allows it to travel to a Morrisburg substation on Flegg Road, and onto the grid.

According to Little, at peak construction there were over 105 people on site, but presently on average there are 10 workers completing this phase. In April, a team will begin site acclamation [? Ed note: reclamation?] which should take about a month.

During a site tour March 14, Little provided information on the Siemens wind turbines deployed at the site. He explained there are a number of regulations governing the noise level (which can’t exceed 40 db) location of the tower (minimum of 550 meters from human habitation) and require a number of scientific studies that need to be completed prior to construction. A drive in the Brinston area allows one to see the standing towers producing electricity from their long rotating blades.

Little told The AgriBusiness News it had been a very windy week so there had been a lot of testing done at the site. While it didn’t appear too windy at ground level on Friday, March 14, the wind speed up above turned the blades at 10-12 revolutions per minute–just short of the 14 rpm maximum–the tips soaring more than 500 feet at their highest point.

Standing at the base of a tower, a slight whistling sound was heard but no other noise was detectable.

The towers are located on land leased for 20 years–the life of the EDP contract–from local landowners. EDP will receive 13.5 cents per kilowatt-hour produced.

If the contract is not renewed, the towers would be removed and the land returned to its original condition , with access roads left for the use of the owner if so desired.

The wind farm is located on land already under cultivation. Little explained .75 to 1.5 acres were used per turbine and that farmers could till up to the edge of the access road and boundary ring around the turbine itself.

Little confirmed there are negotiations set to begin with the Municipality of South Dundas and the Township of North Stormont for the construction of additional wind farms in those townships.

With talk of a provincial election in the air, the project’s Houston Texas-based developer appears undaunted by the stance of Ontario’s Progressive Conservatives. The official opposition party promises to review existing wind and solar operations and impose a moratorium on new ones if elected.

Editor’s notes:

First, these are power generation projects, not wind “farms.”

Other points:

-the quietest place to be is exactly below a wind turbine; the noise and infrasound can be experienced as far as 3 km

-the noise level in the regulations is 40 decibels or dB on AVERAGE: that means there are some very noisy days (and nights) allowed

-the significant problem with turbines is sound pressure; the province does not have any regulations pertaining to infrasound or sound pressure and will not even have a protocol for measurement until 2015

-at 13.6 cents a kilowatt, EDP is reaping the benefits of provincial subsidies, paid for by Ontario electricity customers–that is over $10 million a year, or $200 million over the life of the contract

-the amount of land used for the wind project is under-estimated

-the land can NEVER be returned to its original state: the concrete foundation remains

-the PCs are saying they will not fulfill wind power contracts which are not already constructed–no one said they will stop existing operating projects

Problem-plagued LIberals have lost support in 10 ridings in SW Ontario

If the minority Liberal government can’t pass its budget next month, Ontario will be plunged into a widely expected spring election. Deb Van Brenk tested the early voter mood in the 10-riding London region, driving its Hwy. 401 backbone. Once almost solidly Liberal, the region now has only one Grit left standing. High power bills, the gas plants scandal, wind turbines — voters are chafing at many issues.

From just this overpass, between the West Lorne and Chatham exits, 76 wind turbines are visible in the near and far horizon.

Some sprout just beyond the borders of Glen Ure’s farm, where he’s lived all his life and where his parents farmed before him.

Elsewhere in the region, others battle turbines out of health concerns but Ure rejected offers to be a wind landlord because he wasn’t satisfied with the wind companies’ answers to his many questions. Governments and energy companies control enough of his life and he’s not about to let them control his land, too.

Anyone looking for his vote will face a barrage of questions:

— Why have his power bills soared to $6,600 a year, even as he uses less electricity?

— Why spend more than $1 billion, as the Liberal government did, to relocate two gas plants because of city people’s concerns while ignoring rural issues?

— Why have taxes gone up without measurable benefit to him and his neighbours?

His biggest question? Why, in his 70 years of farming and then trucking and then farming and retirement, have governments promised the world but delivered less than dirt?

“An old farmer told me, when I was 10 years old, ‘politics is like pig farming. You get one person in, fatten him up and kick him out, get another one in, fatten them up and kick them out.’ You vote people in and think they’re going to do all right (but they don’t follow through).”

Wind Concerns Ontario asks Ombudsman to look at wind power approval process

Wind Concerns Ontario has sent a letter to the Office of the Ombudsman of Ontario, asking that aspects of the approval process for wind power projects be looked at. The Ombudsman’s office has now had its role expanded to be able to look at issues of municipal concern, which may allow it to address the request of many municipalities throughout Ontario facing wind power developments and who are without any say in the siting of these projects. The Green Energy and Green Economy Act passed in 2009, over-rode 21 others Acts in Ontario, and removed local land use planning powers for Ontario municipalities with regard to renewable power projects. In the wake of municipal objections ever since, the Ontario government now says it will offer municipalities more “say” but still no veto.

That’s unacceptable says Wind Concerns Ontario, which refers to important issues:

  • documentation provided to the Ministry of the Environment is being “deemed complete” and then going to public comment; community groups performing audits on this documentation are finding, however, that the documents are often not complete and sometimes absent altogether—not acceptable
  • land leases are signed between the power developers and landowners, which means municipalities and residents can have no idea where turbines are going to be located until too late; this has the effect of halting real estate sales and “sterilizing” development
  • wind power developers (e.g., Samsung in Southgate) are now offering significant sums of money in return for municipal approval and other items such a building permits, road use, etc.
  • landowners are not being provided with the full range of information on the potential negative effects of having wind turbines on their properties

In other news, the community near Woodstock Ontario, facing an 18-MW Prowind wind power project, has also filed a letter of complaint with the Ombudsman, citing deficiencies in documentation, and changes being made to documents AFTER the public comment period has closed. Prowind is the Germany-based developer that proposed a wind power project for the North Gower-Richmond area of Ottawa, which would have placed 10 turbines on local farm properties within 3 km of more than 1,000 families. The project is now on hold, waiting for the new large-scale renewable power procurement process to begin.

Eastern Ontario farmers on turbines: expensive, inefficient, and No thanks

According to the Eastern edition of Farmers Forum, the paper did a survey at the recent Farm Show in Ottawa and asked people whether they “approve” of wind turbines.

The startling result is the majority of those responding said they did NOT approve of large-scale wind turbines, and the reason for most was that wind power was expensive and inefficient. Several remarked on what having turbines would do to their community (thank you! You are the good guys!) and others said that the economics just didn’t make any sense. The Auditor General for Ontario said that to the government in 2011, but it still has not done any cost-benefit analysis.

Note that one North Gower area farm owner said he is “not allergic to money” and would still put one on his property—not where he lives, we venture.

Farmers not sold on wind turbines, survey says

OTTAWA — While farmers are among the few who can directly benefit financially from hosting wind turbines, Eastern Ontario farmers are more likely to oppose than support them, a Farmers Forum survey shows.

In a random survey of 100 farmers at the Ottawa Valley Farm Show from March 11 to 13, nearly half — 48 per cent — disapproved of wind turbines. Another 29 per cent approved and the remaining 23 per cent said they were neutral.

But positions on the issue weren’t always clear cut. Even when farmers threw their lot in with one side of the debate or the other, their reasoning was peppered with pros and cons.

It’s in stark contrast to a Farmers Forum survey of 50 Western Ontario farmers at the London Farm Show in early March, where 58 per cent were strongly opposed to wind turbines. Farmers opposed outnumbered those who approved by nearly three-to-one.

The number of turbines reveal the difference: Of the 67 wind projects representing more than 1,200 turbines province-wide, almost all the turbines dot the landscape of Western Ontario. Only two projects are in Eastern Ontario, an 86-turbine project on Wolfe Island, south of Kingston, and another 10 turbines near Brinston, south of Winchester, which were completed in January.

Wind power is so controversial that 13 farmers polled at the farm show wanted to remain anonymous, unwilling to come out publicly as a supporter or a critic.

Nearly three-quarters of farmers who disapproved liked green energy in theory but panned turbines — and sometimes the Green Energy Act as a whole — as a too-costly, inefficient electricity source that’s driving up their power bill.

Eric VanDenBroek doesn’t mind the look of the turbines that are only a short drive from his Winchester dairy farm but isn’t a fan of the way the program was rolled out.

Brinston not a test case, community not lab rats

You may recall that in last month’s edition of Farmers Forum, North Gower-Richmond farm owner Ed Schouten (the proponent in the North Gower wind power project) said he looked forward to the start-up on the project at Brinston, as it would serve as a “test case” for people who had doubts about how great wind power is.

Lots of letters flew in to the Editor, and we will reproduce them all. First though, the letter from Brinston resident Leslie Disheau who wants to put Mr Schouten straight on a few issues.

I am going to begin with setting the record straight on the use of the term “wind farm.” This term is a skewed way of making the industrialization of farming practices more palatable to the general public by international wind development companies.

Farming practices and the farming industry have quietly moved into industrial practices while still enjoying the government subsidy/benefit programs to help sustain their bottom line, and keep their competitive edge with fluctuating world markets.

These healthy government subsidy/benefit programs are not available to any other sector of industry in Ontario. If you are going to industrialize then you should have to play by the same industry standards and requirements which currently govern all industry in Ontario.

Farm lands are now being used to host electricity producing machines, not growing food to feed cities. So let us term these industrial electricity projects correctly and allow this industry to be taxed accordingly, and without lucrative FIT contracts for 20 years.

We, the people in Brinston, Dixon’s Corners and Hulbert, directly affected by the siting of 10 30-megawatt industrial wind turbines, have every right to be upset and speak out. The Green Energy Act has stripped us of our rights to say “no” and our right to protect the well-being of our families; allowed for the devaluation of our homes; permits wildlife to be killed, harmed and harrassed; and takes top qality farmland out of food production. The rural community of Brinston is very much living with and feeling divided by this South Branch wind project.

“I am not a test animal, and my community is not a ‘test case,’ Mr Schouten”

I personally take great offence to Mr. Schouten’s comment that the “Brinston turbines will be a good test case for the rest of the area.” I am not a test animal. I am a person and my community should not be referred to as a “test case,” like a lab study.

As for Mr. Winslow’s statement about “negative publicity” and “far too much emotion,” I speak up with passion because I value my family’s health and well-being, take pride in my home and property, and understand what stewardship of the land and animals really means. I get emotional when someone makes a decision, without my consent, which directly changes life for my family and the community.

I have spent three years reading and looking at the research for both sides of this issue, from around the world, and can say I sit on the negative side of the fence–I made an educated decision to do so.

Lightning is a serious danger to wind turbines

 

With the tumultuous weather of the last few days, including a thunderstorm, one wonders, what happens to turbines in bad weather?

Answer: plenty.

Lightning strikes are commonplace and according to this article are responsible for 80% of the insurance claims for damage to turbine parts. They are also responsible for turbine equipment and blade fires. Read the article here: http://www.nachi.org/wind-turbines-lightning.htm

Note that the authors say the higher the turbine heights, the greater the risk of events. At 626 feet or 190 meters, the turbines proposed for North Gower-Richmond will be the tallest in North America. The turbines will be FOUR TIMES the height of the radio towers seen on prince of Wales Drive. (Why so high? Because there is NO WIND here on a regular basis, so they have to use taller equipment to catch what there is.)

A few weeks ago, a turbine caught fire near Goderich, Ontario. The wind power developer is now being criticized for a complete lack of safety controls (the supervisor drove around with his car window down to detect smoke) and for not notifying the municipality for more than 12 hours that a fire had occurred.

And of course, when equipment is on fire at that height, there is nothing you can do but let it burn and hope to control fires on the ground, caused by the flaming pieces. At Goderich, the debris was thrown 200 meters from the actual turbine tower.  Noxious smoke filled the air as the petrochemicals inside the nacelle burned.

But of course, wind power at this scale is “green” and “good” and helps the environment, says the industry lobby
